Ask the dependent's consent (before activation)

D2: the consent link goes out right after the dependent is filled in, before activation or any card. Pending seats only. Idempotent: an open request is reused — "later" then "now" sends the same link (the one the guardian may have copied keeps working); a fresh link is POST …/resend. Runs the relationship check once. Owner only.
